Hyperscale AI data centres are concentrating in Johor faster than the grid and the cooling water supply can follow. The shortage is not of land, capital or tenants. It is of firm power available on a date operators can commit to.
Conventional land-based generation cannot close that gap in time. Permits, grid connection and civil construction put a new plant beyond the window operators are planning against — and freshwater cooling adds a second constraint in a state that is already managing water scarcity.
A generation and cooling package that arrives by sea, moors offshore and uses seawater instead of the water table sidesteps both constraints rather than competing for them.
Timing is the binding constraint
Land-based plants are gated by permitting, grid connection and civil works. A floating plant transmits as soon as it is moored and connected — the schedule belongs to the fabrication yard, not the queue.
Water is the political constraint
Evaporative cooling towers consume freshwater at a scale that is now publicly contested in Johor. Seawater cooling removes that draw almost entirely.
Tenants buy the carbon profile
Global operators contract against RE100 and PUE targets, not price alone. Carbon-free fuel cell capacity is what makes a bid competitive rather than merely compliant.
Proposed Solution
Generation, cooling and load designed as one package.
Rather than building on reclaimed ground and waiting for the grid, the model places generation on floating and modular platforms, applies solid oxide fuel cells to core and premium load, and cools the facility with seawater.
Capacity is delivered in lines. The first line establishes firm power for the anchor load; subsequent lines are added to match the pace at which data centre capacity scales, so generation never runs far ahead of demand or far behind it. The same configuration is repeatable at any coastal site carrying a power-constrained load.

Seawater cooling on its own removes the freshwater draw. Fuel cells on their own remove the carbon. Put them together and the fuel cells' waste heat — normally rejected — drives the chillers, so the cooling system consumes a fraction of the power it otherwise would. Two constraints and a cost line are addressed by the same design decision.
Ground on reclaimed land settles, and generation cannot be built on it until it has. A floating platform is fabricated in parallel with the site rather than after it, which means power can be supplied during settlement and scaled in step with the site's phased build-out. The constraint that would delay a project by years is removed by moving the plant off the ground.

That scope is deliberate. It concentrates the venture on high-value technology and operations rather than on large-scale reclamation and civil works, which shortens the path to revenue and keeps capital exposure proportionate to what we control.

Maharani Freeport in Muar, Johor is where the package is being taken to market first — it has the coastline, the phased build-out and the load. But nothing in the configuration is specific to it. Any site with seawater access and a power-constrained load can take the same package: a port development, an industrial park, a utility, or a hyperscale operator building its own capacity.
Adjacent marine scopes — bunkering, floating storage, and repair and conversion facilities — draw on the same offshore engineering base and are developed as separate commercial tracks alongside the power package.
